Eligibility– Implemented across all states and Union Territories.
– State governments and Union Territory administrations execute the program.

Funding– Initially a Centrally Sponsored Scheme.
– Restructured as a Central Sector Scheme with 100% funding by the Government of India since April 1, 2016.
– Extended from 2021-22 to 2025-26 with an outlay of ₹875 crore.
Implementation Strategy– Computerization of Land Records: Digitize existing Records of Rights (RoR) and cadastral maps.
– Survey & Resurvey: Fresh surveys to ensure accuracy.
– Computerization of Registration: Modernize the registration process and integrate it with records.
– Modern Record Rooms: Create secure storage facilities at tehsil levels.
– Training & Capacity Building: Develop DILRMP cells in administrative and training institutes.
– Project Management Units: Provide resources and infrastructure for implementation.
– Integration with Aadhaar: Voluntarily link Aadhaar with Records of Rights.
– Computerization of Revenue Courts: Digitize and integrate revenue court records with land records.
