New Rules to Combat Caste Discrimination in Prisons

The Union Home Ministry of India amended prison manual rules to eliminate caste-based discrimination, following a Supreme Court order from October 2024. Changes to the Model Prison Manual 2016 and Model Prisons and Correctional Services Act 2023 prohibit caste segregation and manual scavenging in prisons. These amendments also redefine the term “habitual offender” and mandate state-level compliance within three months. The changes aim to foster equitable treatment among inmates, ensuring adherence to constitutional values and human rights.
